“The borough is not just losing a prime commercial space, tax-roll money and opportunity in this abuse of power, it is losing the very spirit that drives ownership and investment in our already-fragile business community. Through the wisdom of this county government, we will now carry the stigma of being an eminent domain community. The St. Louis Federal Reserve did a study on economic development and eminent domain; its conclusion was that “economic theory suggests that using eminent domain for private economic development will likely result in a zero-sum game.” “
