Opinion: Eminent domain is the answer at 1 Light St.
“J. Joseph Clarke’s failure to develop 1 Light Street is well-documented, as is the city’s inability to do anything about it. It’s time for the city to follow Downtown Partnership of Baltimore Inc.’s lead and push for the eminent domain of the property so a new owner and developer can make use of prime downtown real estate.”
