Hampstead and Oakmont Green in talks over eminent domain settlement

“Attorneys from both sides are in talks over the possibility of ending a years-long eminent domain dispute between Oakmont Green Golf Course and Hampstead.

Oakmont Green attorney Charles Hollman passed out a memo to the Hampstead Town Council at its Feb. 11 meeting proposing a settlement that would dismiss a pending jury trial in Carroll County Circuit Court. The Council had until Wednesday to respond, and town attorney J. Brooks Leahy called Hollman that morning to schedule a Thursday meeting.

“We’re more interested in putting the matter behind us all than standing on the formality of a day or two,” Hollman said. “We’re hoping to get it resolved.”
The proposed settlement would put to rest a question that’s been clogging up the court system since 2008: How much should the town pay to acquire about 10 acres of the golf course with the overall purpose of obtaining an irrigation well?

The Town Council discussed the matter during an executive closed session after its Tuesday meeting.”
