“That the Colorado Economic Development Commission chose to award Regional Tourism Act funding Monday to Colorado Springs’ “City for Champions Project” wasn’t terribly surprising, considering the competition — Colorado Springs was the only government entity to apply for the tax-increment financing in the second year of the RTA program.
But where the EDC really broke from last year was deciding to award to the project as much as $120.5 million — more than the two RTA recipients from 2012 combined and more than twice as much as was recommended by a third-party analyst hired by the state.”
