City seeks Black Rock property via eminent domain

“The city has been forced to acquire the last property needed for the Black Rock School expansion by eminent domain after a property owner refused to accept a purchase price much lower than the value given by the city for tax purposes.

The property at 48 School St. is the last of five parcels needed to construct a 25,579-square-foot addition to the elementary school, at Brewster and School streets.

Yet, unlike the four other property owners approached by the city, Grovers Avenue resident Anne Lena Smith has refused to accept the city’s $80,000 offer for the small site. The property consists of a 259-square-foot brick structure.”
