Leesville wants to take farm to construct sewer system
“On Monday, a pre-trial conference was held in the Carroll County Court of Common Pleas as attorneys discussed the village council’s decision to take 4.5 acres of Joe and Catherine Nign’s farmland to construct a new sewer system for the village.
Village Solicitor Jason Jackson said the property is needed to address the failure of more than 75 percent of septic tanks within the village’s limits. At stake is the funding for the $2.27 million project, which would include building the wastewater treatment plant and sewer system, conventional gravity sewers and sewer lines. The Ohio Environmental Protection Agency will cover $1.07 million through a principal forgiveness loan the village would not have to repay. The remainder of the project would be covered through the Ohio Public Works Commission, Appalachian Regional Commission and Community Development Block Grants funding.”
