Norva Plastics wins eminent domain fight over value

“A jury delivered Norva Plastics a big victory Wednesday, awarding the 70-year-old company a multimillion-dollar payout and delivering yet another blow to city leaders in the ongoing fight over eminent domain.

Norva, located on Killam Avenue, is one of two companies fighting the Norfolk Redevelopment and Housing Authority over a development deal that has claimed about 180 buildings near Old Dominion University.

A jury of five unanimously ruled in favor of the company, awarding the hospital equipment manufacturer $3.75 million in its “just compensation” hearing. The NRHA had offered about $2.1 million for the land.”
